Project (block 1) - Objectives of the Project*

The main objective of DemoKratos Culture and Debate Centre project is resolving the ethical issue of society inertness.

Culture and debate centres represent a relatively new architectural typology, that gives citizens the opportunity for participating actively in the political and cultural life of their country; places society, political and cultural elite in an atmosphere of equality of rights.
The form of government in Bulgaria is representative democracy - we charge the ruling body with the responsibility of acting in our interest. Thus we dispense ourselves of direct political responsibility and become an easy target for cultural and political propaganda. Therefore, culture and debate centers are essential for our society.
So far their typology involves political and cultural sectors and dispersed spaces, designed for the emergence of spontaneous dialogue amongst visitors. However, rare can this dialogue exceed its boundaries and evolve into a mass debate (scheme 1.1).
DemoKratos Culture and Debate Centre offers an improved typology scheme (1.2). It enables dispersed spaces to escalate into an open extremely accessible forum for debates – the red dot. The red dot (DemoKratos Square)is a place where the public thought is engaged with hot political and cultural topics without being restricted by censorship frames and receives wide publicity. In other words – a place where citizenship consciousness is formed.

Project (block 2) : Progress, Methodologies and tools used for the Project*

The project is a conclusion of a one and a half year master degree course in public buildings and represents the students ability to design a conceptual building in details. The diploma project went through 3 main phases – research and analysis; choosing a site;designing the building. Despite the time sequence of the phases, their indivisible relation determined the interactive methodology.

After researching the building type evolution, analyzing culture and debate centres social role and connections between society, culture and the politics, two main conclusions were derived:

- the ultimate ethical problem of society nowadays that culture and debate centres aim at resolving is society inertness

- for better resolution of the latter problem a new improved functional scheme of culture and debate centres typology is required.

The site is located in the centre of the fastest developing city in Bulgaria – Burgas, near the main pedestrian flow, historical squares, facilitated transport access. Huge disadvantage is the sidewise position in terms of pedestrian flow, which requires morphological intervention so that the site can become a part of the pedestrian zone:

-Restoring the no longer existing connections

-Creating a new pedestrian link with landscape character, arhitecturally reflected in the usable roof of the building, which becomes an extension of the pedestrian zone.

The intersection of the new relations defines Red Dot spatial parametres.

The building consists of underground level, first and second floor, roof level, the last three of which are connected by a ramp, swirling around the functional and conceptual centre of the building – the inner Demokratos debate square. Thus the visitors can always witness or participate in the open debates.

The Red dot rejects the common idea of a debate competition and embraces a new one – debate collaboration.

The main tools used for creating the building are 2d and 3d computer programs.

Project (block 3) - Results *

The architectural image of the building embodies the idea of maximum accessibility by:

- the structural glazing facade

- the designing of a usable roof, that acts as a square

- the numerous entrances open in the summer, incorporating the inner square to the pedestrian zone.

Against the background of the building translucent structural façade, the red spatial accent stands out even bolder. The Red Dot rises above the roof level and acts as a screen for projecting of debates. As a result the public opinion about hot social topics receives wide publicity, and the building becomes a symbol of the idea of the ruling people - DemoKratos.

The DemoKratos Culture and Debate Centre project is awarded by the Chamber of Architects in Bulgaria and received an award in the annual Burgas Architectural Review Archimoriya 2011.
